Most project managers are familiar with the Time-Cost-Quality (T-C-Q) triangle, which shows that there is always some trade-off between meeting a schedule, budget, or specification. This is a key aspect of managing projects successfully – knowing that not all objectives can be met in full, and balancing the different needs.

While the T-C-Q triangle is a useful tool for project managers and other professionals, it becomes less relevant when trying to balance day-to-day business needs. In this paper, we explore the time-cost-quality trade-off problem and propose a scalable algorithm that uses adaptive serial scheduling with an augmented genetic algorithm to generate an optimal set of activities for a specified deadline and quality threshold. A sensitivity analysis and an evaluation with an actual construction project for a framed railway overpass are performed to demonstrate the effectiveness of our approach.
